What is the Cairncross Review?

The Cairncorss Review into Press Sustainability was announced by the government in February 2018, as a ‘review into the sustainability of high quality journalism in the UK’.

Dame Francis Cairncross was appointed chair of the review in March 2018. The Advisory panel included journalists, publishers and other members of the industry.

The purpose of the review, as set out by the government, was to ‘examine and make recommendations’ with regards to:

  • The overall state of the UK news market
  • Threats to financial sustainability of the UK news industry
  • The role and impact of digital search engines and social media platforms
  • And the role of digital advertising

The Review opened a call for evidence, which ran from 28 June 2018 to 14 September 2018.

IMPRESS made its submission to the Cairncross Review on 24 September 2018.

The Cairncross Review: a sustainable future for journalism policy paper was published on 12 February 2019.
